Marcos accused the nation's highest-ranking Roman Catholic prelate yesterday of "fanning the flames of rebellion" and warned that troops might break up an anti-government rally scheduled for tomorrow and arrest the business leaders organizing it. In his sharpest clash ever with Cardinal Jaime L. Sin, Manila's outspoken archbishop, Marcos charged the prelate with "trying to destabilize the government" and with violating the separation of church and state. Marcos was obviously angered by Sin's recent call for business leaders to join students and others in nonviolent demonstrations against the government.
